if you are willing to break the laws of land then you should suffer the consequences even if it's 20 years or death for 4.1kg of cannabis. if you don't want to go to prison for 20 years for only 4.1kg of cannabis then don't smuggle cannabis into the country with that law. smuggle drugs in your own country with a "slap on the hand" punishment.
