Merkel shoud have the convidence, and certainly the
fortitude to be straight forward, and not talk down
to a most probably C-Span audience! I think she ought to separate the quest from each Nation who
feels that independence from foreign oil {to me that's just a part of Trade} is primary, and hopefully without provoking demonizing rhetoric
from lets say from Senator Jeff Merkley [D-OR]
who feels obtaining fuel, and heating oil from
Hugo Chavez in Venezuela, is tantamount to aiding, and abetting some imaginary enemy!

can simply say that Europeans are already driving
econo boxes automobiles, so not much 6% to 8%
exhaust CO2/heat reductions can as in the U.S.A's 35mpg. CAFE mandates through 2020/2024 be sensibly accomplished! Now for the other 6% to 8% CO2/heat
reductions, wattage substitution of fossil powered electricity plants {equivalent to same as CO2/heat} is difficult in Europe, such as France
which obtains most of electricity from nuclear
fission, and solar power! But every effort by 2020/2024 will be made, including Russia to use
solar, wind, hydro, nuclear {if heat exchange to water ways can be recycled/reduced,} equivalent to that 6% to 8% gas/heat reductions!
Now we come to reforestation, conservation, and
that is possible in the U.S.A without cap-and-trades bullying of the Waxman/Markey House Bill!
So that means, Erope will have through the IMF/World Bank , as well as other huge industrialized China/India/South Korea/Taiwan/Singapore Nations pitch in a fund to Reforest Africa first to bring more rains, for arid once very arable lands, displacing indigenous
native peoples by droughts, not caused by "CO2AGW"
but by, and that has to be tactful, 400 years
of colonial Rainforest commercial razing for timber, and paper pulp!
Next she could bring up Argentine, Brazil, and Paraguay pledges at the 10/21/09 Forestry Congress

to commercial Atlantic Rainforest razing. And Rio de Janeiro pledge to plant 20,000,000 trees
