City development director Andy Coleman said the company would receive a 100 percent tax deferral for up to 12 years on improvements being made to the former Beagle Drug and Rite Aid building at 313 Second St. "They will continue to pay taxes on the property, but for the term of the agreement that money can go back into improvements on the building," Coleman said.
