The agreement involves a 25-year lease that would allow Citgo to operate the refinery after investing in an overhaul that Aruba said could cost at least $1 billion.

This global growth included a 7.7 percent increase in arrivals from the US market and 0.9 percent increase in arrivals from Canada, as well as notable increases from Venezuela, United Kingdom, Argentina, Germany and Italy.
