    Sen. Mark S. Kirk, R-Ill., said Thursday that he would vote to confirm Loretta E. Lynch as the attorney general, apparently giving her enough votes to win approval. Lynch, a U.S. attorney from New York, already had the support of four Republican senators - Susan Collins of Maine, Lindsey Graham of South Carolina, Orrin Hatch of Utah and Jeff Flake of Arizona - so Kirk's vote would give her at least 50 votes, perhaps 51, with Vice President Joe Biden standing by to cast the tiebreaker if necessary.
