    Russian aviation authorities have granted charter carrier Azur Air designations for scheduled services between Russia and China. The Moscow Domodedovo-based airline is allowed to operate weekly flights to Sanya, Hainan Island, from nine Russian cities of Yekaterinburg, Kemerovo, Irkutsk, Omsk, Krasnoyarsk, Khabarovsk, Vladivostok, Tyumen and Surgut.

The State Department said yesterday Aslan Avgazarovich Byutukaev, also known as Amir Khamzat, is the IS leader in Chechnya and responsible for suicide bombings in Russia including the January 2011 attack on Moscow's Domodedovo Airport, which killed 35. Since becoming an IS leader in June 2015, the department said, Byutukaev has planned attacks for the group.

The State Department said Aslan Avgazarovich Byutukaev, also known as Amir Khamzat, is the Islamic State leader in Chechnya and responsible for suicide bombings in Russia including the January 2011 attack on Moscow's Domodedovo Airport, which killed 35. It said that last November Russian Special Forces discovered a large bomb hidden on the side of the road in Ingushetiya that was part of a planned attack "directed by Byutukaev."

A replacement CRJ-200 registration VQ-BPD reached Murmansk with a delay of 4.5 hours.
