    TRACY - Officials are investigating the death of a Deuel Vocational Institution inmate this week as a homicide, the second such investigation of an inmate's death in less than three months. According to a news release, 34-year-old inmate Rodrick Castro was found unresponsive in his cell by Deuel staff members late Monday afternoon and pronounced dead less than 30 minutes later.
