    According to a news release from Woodburn Police, a witness called 911 when they saw a man masturbating inside his car parked at the Bi-Mart on Mount Hood Avenue around 9:30 a.m. The suspect, later identified as 64-year-old Richard Cagen, left the scene after he was confronted by the witness. Police later located Cagen at his workplace at the Woodburn Health Center, also located on Mount Hood Avenue, and arrested him on public indecency charges.
