The five-story project, with 22 studio units, 22 one-bedroom units and 18 two-bedroom units, was approved by the San Leandro Board of Zoning Adjustments on Jan. 4. The apartments would be reserved for residents earning between 30 and 60 percent of the area median income, or $25,000 to $50,000 annually for a two person household.
