    In a big win for long-time advocates of the unification of Fort Monroe's national park territory, the Hampton City Council unanimously approved a series of zoning changes Wednesday that changes the land use of parts of the historic fortress and prevents residential development in the controversial Wherry Quarter area. The city has created four special zoning districts with specific land use allowances for areas at the 565-acre decommissioned Army post, which was closed in 2011 and ownership is split between the state through the Fort Monroe Authority and the federal National Park Service, which maintains the Fort Monroe National Monument.
