    As a retired Army officer of 26 years and a current Army civilian at Fort Eustis, I was disgusted to learn that Rep Rigell voted to shut down the government last October, forcing the furlough of almost all government civilians and wasting taxpayer dollars. In the Oct. 7 editorial, "A perpetual quagmire," the Daily Press concluded that - if he is serious about ethics reform - Gov. Terry McAuliffe should fire his chief of staff, Paul Reagan, for calling former state Sen. Phillip Puckett and essentially offering his daughter an agency directorship in exchange for Sen. Puckett staying in the Senate.
