    ROUND ROCK, Texas -- Police charged a promotion of child pornography, improper visual recording and sexual assault of a child after he is accused of taking a video of a child naked and unconscious and posting it on Facebook, according to the Williamson County Sheriff's Office. Francisco Mar-Garfias, 22, is accused of inviting a child to his house in the 1900 block of Nicole Circle drive in Round Rock on Nov. 21 and giving her alcohol and powder cocaine, an affidavit states.
