    The Cirrus SR20 plane that crashed in Wetzel County reportedly experienced "rapid descent" before colliding with terrain in Jacksonburg Sept. 5. The National Transportation Safety Board released an Aviation Accident Preliminary Report Wednesday, noting that the pilot, Bill Searcy, of Carterville, Illinois, was in communication with air traffic control and reported that he had entered an area of moderate to heavy precipitation.
