    If a resident has yard waste they'd like the city to collect at the curb, they have to place it in a brown paper bag with the Ottumwa-Wapello County blue label. Yard waste can be put into other bags, but the city is not able to pick them up so residents would have to take those bags to the recycling center themselves.
