    The Jacksonville, Ga., police chief and his wife, who is also a police officer, were arrested in Telfair County Wednesday on charges of theft and lying to investigators, the Georgia Bureau of Investigation said. The investigation stemmed from last summer's theft of a collection box for recycled newspapers in Jacksonville that had been taken to a residence and used as a well cover, the GBI said in a release.
