Soquel attorney Ed Frey said his suit, naming former county Health Services Director Giang Nguyen , stemmed from a 1995 California Supreme Court court case against the city of Santa Ana , and from the court's interpretation of the state Welfare and Institutions Code of California , Section 17000.
