    PANDORA/ALLEN COUNTY - At roughly 8:30 a.m. Friday morning, Putnam and Allen law enforcement officers apprehended two subjects after an hours-long manhunt that began last night. According to a release from the Putnam County Sheriff's Office, a resident in the area of the Puntam/Allen County line caught two subjects - later identified as Raymond C. Rainer, 33, and Derek L. Leach, 29, both of Wellston, Ohio - stealing tools from an outbuilding shortly after 9 p.m. on Thursday.

    Senate bill 199, an update to Ohio's concealed carry law, went into effect on March 22. Now the Putnam County Commissioners are considering a proposed revision to its conceal carry policy for county employees in order to bring the county into compliance with the state law. For many employers, and not just the county, conceal carry can pose a challenge between recognizing second amendment rights and complying with the law, while still providing the safest possible work environment for all employees.
