    While most non-custodial parents in Lebanon County make their child support payments, others owe a mountain of cash that is about equal to the City of Lebanon's annual budget. The total arrears, or past-due child support, owed in Lebanon County to parents or organizations as of October was $11,440,294, according to the Lebanon County Domestic Relations Office.
