    In Nicholasville, Kentucky, the owner of two starving dogs told authorities she had been feeding her dogs food and table scraps, but the two dogs were so weak, only one was able to walk when the dogs were rescued on Wednesday by Animal Control, reports Local8News. Based on a good Samaritan's complaint about two emaciated dogs living outside of the home owned by Vickie Madden, officers from the Jessamine County Animal Control discovered Boo and Snicker in such a debilitated state that one of the dogs was unable to even lift his head as the officers approached.
