    The parking lots made news earlier this year, when, on Aug. 23, the city - working with the Jefferson County Highway Department, which sub-contracted with Meigs Paving Asphalt - had all 11 of the downtown parking lots resurfaced using a chip-sealing method. This method required an "asphalt-emulsion" of suspended particles in water which then immediately was covered in pea gravel, sometimes called "aggregate," which then was packed onto the existing surface, in this case parking lots; however, chip-sealing is a common street resurfacing method as well.
