    Mitch Rubinstein reports over at Adjunct Prof Blog that a federal judge in Louisville, Kentucky has struck on NLRA preemption grounds a Hardin County, Kentucky ordinance purporting to establish the county as a right-to-work county. The judge found that the NLRA Section 14 permits "States and Territories" -- not subdivisions thereof -- to enact right-to-work laws.
