    Police arrested George Kovach II, 44, of Mingo Junction, Ohio, Saturday night and charged him with involuntary manslaughter and two heroin-related criminal counts. According to police, Kovach purchased heroin in Steubenville, Ohio, and gave it to Deanna Nichole Tibbs, 21. The two were in a car in Hancock County when Tibbs injected the drug.
