    County officials are proposing a $321.4 million budget for the upcoming fiscal year that would include pay raises for most county employees, pump money into parks, fund operations of a new international crossing and a new pretrial services office - and possibly keep taxes relatively flat. The El Paso County Commissioners Court today will begin its workshops to set the fiscal year 2016 budget, which as proposed represents a 3 percent increase over the current year.
