    An Abilene man accused of multiple accounts of rape has had his first appearance in Dickinson County District Court Monday. Eric J. Millsap, 44, was returned to Dickinson County Monday from Allegheny County, Pa., where he has been incarcerated since May. A second amended complaint charges Millsap with 178 counts of criminal rape and sodomy, according to Dickinson County Attorney Andrea Purvis.

The tanks must be located at the original ground level and contained within a compacted earth berm, which is built to the elevation of the 100-year floodplain; and 5. The tanks be removed from the site within 12 hours of Smoky Hill River cresting at 25 feet as determined by the Dickinson County Emergency Management Office.
