    A petition with an estimated 130,000 signatures was delivered Monday to the Delaware County District Attorney's Office seeking an appeal of a judge's order that allowed for the return of animals to a couple facing animal cruelty charges. Chris White, 57, and Clare White, 55, of Jay are charged in Delaware County District Court with 10 counts of animal cruelty.

The manual recount of votes from 22 precincts, early voting, provisional ballots and absentee ballots started at 2:30 p.m. Wednesday and concluded around 9:15 p.m. Thursday.
