    An active-duty U.S. Navy sailor, who was charged in December for planning to have someone killed, now faces a new charge, according to New York State Police. Brandon T. McPherson, 30, of Horseheads in Chemung County, was charged with a second count of second-degree conspiracy, a felony, for allegedly conspiring with another person to commit second-degree murder.
