Stream denied a plea agreement on Thursday that had Price City Mayor Joe Piccolo tendering a plea of no-contest to the infraction level offense of disorderly conduct stemming from a December 3 incident at USU Eastern's Cosmetology Department. While the case will now be set aside and sent back to the desk of Assistant Carbon County Attorney John Shindler, the county's assistant prosecutor stated during Thursday's hearing that the case most likely would not go any further.

Emery County Justice Court Judge Steven Stream decided not to accept the plea agreement after listening to arguments from an attorney for three Utah State University Eastern instructors who allege Piccolo threatened them .
