    Mike Vaquer told the Bryan County Commissioners at their monthly meeting Dec. 12 that they were putting the cart before the horse. Vaquer, a government affairs consultant for the Home Builders Association of Greater Savannah, which includes Bryan County, told the commissioners that the impact fee ordinance, which will assess a fee on each residential building permit issued in unincorporated Bryan County, was not ready to be considered by the commissioners as all the legal requirements necessary to pass the ordinance had not been met.
