    The Florida Supreme Court recently issued a ruling that affirms the state Public Service Commission's clear authority to assign utility service territories. In a unanimous May 19 ruling, Florida's highest court said that the PSC has "exclusive and superior statutory jurisdiction to determine utility service areas," and that the impending expiration of Indian River County's 30-year franchise agreement with the municipally owned utility in the city of Vero Beach does not give the county the right to block the muni from continuing to serve portions of the county.
