Speaking after BHP announced it would shift its treasury staff to London on Tuesday , Mr O'Brien said the move appeared to be at odds with the conditions that then Treasurer Peter Costello applied to the merger through the Foreign Investment Review Board .

BHP Billiton said due to the company's ongoing focus on simplification, it expects the number of employees in Melbourne to "potentially move to around 300 employees" over the coming years, down from 400 employees. "This will be a gradual process over a number of years and includes the movement of BHP Billiton's Treasury division to London."
