    A long and contentious fight between local dog owners and the National Park Service over a proposed new set of rules regarding on- and off-leash areas for dog walking in the Golden Gate National Recreation Area has ended today as the NPS has officially ended their effort to impose the rules.     A man is behind bars this morning, after he allegedly stabbed a veteran San Francisco police officer during an altercation at SFO.
