    An arbitrator has ruled against the city of Cleveland in a dispute with a police union over whether officers can take time off days in the weeks surrounding the Republican National Convention. Citing security concerns and noting that it would be impractical to allow officers to begin requesting time off so close to the RNC, arbitrator Alan Miles Ruben said the city must instead pay its senior-most officers overtime for working their regular shifts.
