    LOS ANGELES >> Wind gusts of 60 miles per hour downed trees, power lines and at least one large billboard in the San Fernando Valley, where tens of thousands of residents Saturday were without power. Some 52,200 households and businesses had gone dark in a sprawling outage from Winnetka to Sun Valley to Studio City, the Los Angeles Department of Water and Power reported.

    Security video from Oct. 4, 2014 shows a man, who is officially known to the Los Angeles County Coroner as John Doe, getting coffee at Jolly Donuts on Roscoe Boulevard at De Soto Avenue a half-hour before he was killed when a car plowed through the store. To local business owners, the man was known as 53-year-old Tuan Nguyen.

    Presenting a possible curve ball to Los Angeles Mayor Eric Garcetti's ambitious plan to boost the city's minimum wage, several City Council members on Tuesday called for another study of the mayor's proposal and said they want to explore exemptions for some industries. A motion signed by five council members seeks an independent study of both Garcetti's plan to raise hourly wages to $13.25 by 2017 and another City Hall proposal to push wages to $15.25 by 2019.
