Carlos Hernandez, who also lives in Wilmington and is a friend of the victims, was at the wheel of a black truck that, according to some witnesses, raced a red Honda Civic on Pacific Coast Highway on Jan. 29. The Honda veered into oncoming lanes and crashed into a van, killing the Honda's driver, Lexi Garcia, 18, and her 16-year-old brother, Eli.
