    During Tuesday's meeting of Williamstown City Council, Councilman Ron Erb said the project took a "giant step backward" after the city received only one bid to replace the lines Erb said the sewer line in question runs along West Virginia 14 and then goes under railroad tracks to the main line along the Ohio River to the wastewater treatment plant. "We got one bid and the contractor couldn't meet what we need done," he said.
