    Tired of thefts, prostitution and blight plaguing the worn-looking area of East Main Street between Bexley and Whitehall, neighborhood leaders are pushing for a special-improvement district to pay for bicycle patrols, litter cleanup and beautification. Property owners have complained about finding condoms and needles behind their businesses and about prostitutes walking the street, said Herb Talabere, the former president of the Eastmoor Civic Association and Block Watch, who is helping to lead the effort.

Clock pleaded no contest June 23 in two separate cases of common-law fraud as a result of empty-box burials.
