The BBC-produced film, directed by Matthew Warchus and written by Stephen Beresford, is based on a true story and depicts a group of lesbian and gay activists who raised money to help families affected by the British miners' strike in 1984.     Less than five hours after receiving citations in a drunken hit-and-run crash case in which police said his blood alcohol content was more than three times the legal limit, a Westminster man was pulled over a second time on Monday and again charged with DUI while driving the same vehicle involved in the earlier crash. Richard Elmer Meile, 57, of the 1000 block of Pleasant Valley Road, is charged with failure to stop after an accident involving damage to unattended property, failure to provide insurance information, reckless driving, driving while impaired by alcohol and related offenses in one case.
