    At its first regular meeting since the end of its summer recess, Westerville City Council on Aug. 25 adopted a resolution that authorized City Manager Dave Collinsworth to enter into an agreement with Blendon Township for the annexation of a property at 6609 Hempstead Road. According to Planning and Development Director Karl Craven, the property owner wanted the 1.12 acres to be annexed into Westerville to receive public utilities, including water and sewer services.
