The Providence Journal reports the plan would cover homes and some businesses around barrier beaches and salt ponds along 28 miles of shoreline in Westerly, Charlestown, South Kingstown and Narragansett.

The impact sparked a small fire in the front of the woman's vehicle. The flames were contained by bystanders before emergency responders arrived and extricated the woman.
