    A new report reveals the number of people struggling with hunger in the Texas Panhandle remains historically high, and the High Plains Food Bank is trying to alleviate the problem despite declining donations. The Map the Meal Gap 2016 study, released Thursday by Chicago-based nonprofit Feeding America, shows that 15.4 percent of the population of the food bank's service area - 29 of the uppermost counties of Texas - are "food insecure."
