Blacklock noted that the county has very little discretionary funding to work with on new initiatives - receiving just 10 percent of every property tax dollar collected and very little sales tax as well - and the bulk of the county's $373 million budget is tied up in specific programs and positions.

    One blaze burned several acres in a rural area north of the Yolo Causeway, involving firefighters from the Davis, UC Davis, West Sacramento and Clarksburg fire departments who were dispatched at about 5:15 p.m. Davis-UCD Fire Chief Nathan Trauernicht said crews encountered "significant access issues" at the scene, and flames ignited a line of trees that "took a while for mop-up." A Davis fire crew also was among the personnel responding to a 10-acre grass fire near Highway 128 and Pleasants Valley Road west of Winters.

    A 28-year-old Vacaville man lost his life Thursday morning, the result of a collision on Highway 50 in West Sacramento. The California Highway Patrol reported that the victim was riding a motorcycle eastbound in the center median, passing slower-moving traffic, when for unknown reasons he struck the median's concrete barrier and was thrown from his bike shortly after 8 a.m. He landed in the freeway's fast lane, where he was struck by a Toyota Camry whose driver was unable to avoid the collision, according to the CHP.
