John Kitzhaber and Secretary of State Kate Brown. The lawsuit alleges that Karr's civil rights were violated when he was not included in the Oregon voters' pamphlet, and that the secretary of state's office was 'negligent, published inaccurate information, caused voter confusion and damaged his chance of winning the Republican gubernatorial nomination.'
