    Apartment buildings all over West Hollywood have troubled and troublesome managers, but few more so, WeHo News has discovered, than Robert Voakes, the on-site manager at 1245 North Hayworth Ave., a property owned by the Lola Lasman family and fiduciarily operated by Mark Klein, a local floor covering store owner. For months, Mr. Voakes has apparently been unilaterally changed the terms of at least one tenant's lease, adding "eviction clauses" to suit his mood and desire to evict certain tenants.
