    A federal lawsuit has been filed contesting the decision by the Helena-West Helena city council to overturn a voter-initiated ordinance approved in November to reduce the number of wards in the city. Nov. 8 voters approved a reduction in city wards from five to three and the number of council members from 10 to 6. On Dec. 6 - and again Dec. 20 after questions about procedure arose - the City Council voted to repeal the ordinance A lawsuit prepared by James Valley with Elijah Moody as plaintiff raises a number of procedural and constitutional questions about the repeal.
