Havens III, addressed the joint sewer board at its Oct. 25 meeting seeking sewer credit at the former Metro Paper Industries, 695 West End Ave., which PetaWatt is seeking to purchase. PetaWatt plans to turn the plant into a multiuse facility for hydroponics, a data center and an energy hub.

    Representatives of PetaWatt Holdings Inc. of Watertown came before the Carthage West Carthage Water Pollution Control Facilities management board Thursday to further discuss a sewer credit. When the paper mill closed in February 2016, the former owners left with a $177,000 debt to the village of Carthage, which in part would be paid to the Carthage-West Carthage Water Pollution Control Facility for the outstanding sewer bill, along with penalties.

    The annual Turkey Bowl, which has helped people with cancer for several decades, will be played at noon Nov. 3 at the Danny Dorchester Memorial Field at Donald F. Getman Memorial Park, 23 Franklin St. The Turkey Bowl, a touch football game that pits East Carthage against West Carthage, is held to raise money to help people in Jefferson, St. Lawrence and Lewis counties through contributions to Fund for Hope, Ryan's Wish, Jefferson/Lewis Cancer Services and Gouverneur Breast Cancer Fund. Several events are held throughout the year to contribute to fundraising efforts.

    Two companies have submitted bids for Carthage Specialty Paperboard in time for a private auction Thursday at the office of Bond, Schoeneck & King, PLLC. Attorney Grayson T. Walter said only Human Capital Investments, Starbuck, Wash., and Ox Industries, Hanover, Pa., submitted offers for the bankrupt paper mill in West Carthage by the U.S. Bankruptcy Court for the Northern District's Friday deadline. Each company will have a chance to raise their offers in $50,000 increments as they compete for the mill at auction.

Mr. Havens told the sewer board if he and his partners in Petawatt Holdings Inc. of Watertown purchase the former paper mill, it will become a multi-use facility for hydroponics, a data center and as an energy hub.

Ralph Ferguson said that when he came before the board two years ago his complaints about the house at Madison and High streets “fell on deaf ears - nothing was done.” Mr. Ferguson said he had reported the violations to code enforcement officer Peter Crump who said he had sent the property owner a letter.
