    With Labor Day behind them, retailers in Barnstable have turned their attention to the challenge of complying with the town's new ban on certain types of plastic bags, which takes effect Oct. 3. “I've heard a few complaints, but for the most part everyone is fine with it,” said Elizabeth Hartsgrove, regulatory services supervisor with the town's Consumer Affairs Department. She said her office did a great deal of outreach to businesses, sending out information packets to be sure all retail business owners and managers understand the law and are aware of when it will take effect.

    Two proposed changes to the Barnstable County Charter got a public hearing Wednesday before the Barnstable County Assembly, and both were sent back to the drawing board, to correct errors and, possibly, to be consolidated into a single proposal. Both petitions would streamline the structure of county government, combining the executive branch -- the three-member Board of Regional Commissioners -- with the legislative branch -- the Assembly -- which has representatives from each of the Cape's 15 towns.
