    Initially concerned about falling behind on this year's road improvement program because of an unseasonably cold April, Highway Superintendent Kenneth L. Pizzetti told selectmen on Monday his crew and contractor Dan Amorello Paving Services of Worcester have been "outstanding."   The program is about 90 percent complete, with the workers having resurfaced about 4.5 miles, including a large asphalt overlay of School Street that "hasn't seen anything in probably 40 years," Mr. Pizzetti said.
