Jessica Feely, 38, and passenger Todd Milliman, 47, were in a vehicle with a suspended registation when they were pulled over on I390 during Operation Safe Interstate on March 2 at about 5:20 p.m. by Deputy Shawn Whitford.   Livingston County Sheriff Thomas J.     State Police accused the mayor of a small village south of Rochester of giving alcohol to two youths, ages 14 and 19, on Feb. 23. Trooopers out of the Wayland barracks say they were responding to a report of underage drinking shortly before midnight at the Cohocton Development Corporation building, 71 Maple Ave. They found two teenagers who had been drinking and learned that the alcohol had been provided by Cox, who was present at the time. Cox was arraigned before town of Cohocton Justice David Domm, and released on his own recognizance.
