    The majority of school districts in the Erie region are using the same outside company to provide substitute staffing as they struggle with rising health-care and pension costs and the inability to consistently find substitutes. Eleven Erie-area districts -- all but General McLane, Harbor Creek, Iroquois, North East, Northwestern, Union City and Wattsburg -- and the Erie County Technical School contract with Kelly Educational Staffing, the largest provider of substitute staff in the nation.
