At about 10:45 a.m., Ralph Jones, 58, of Montville was driving a 2002 Volvo dump truck, owned by Deane Enterprises of Warren, when he pulled out of a work site onto Vinal Street with the dumping bed up.

Deputy Nathaniel Jack of the Knox County Sheriff's Office was on patrol southbound on Route 1 in Warren shortly before 10 a.m. on Monday, July 3 and observed a Mini Cooper traveling north at a very high rate of speed near Finntown Road, according to Chief Deputy Tim Carroll. on that car, the chief deputy said.
